Providing comprehensive support to Detroit tenants facing eviction, unsafe living conditions, or other housing-related crises. Through legal defense, case management, and wraparound services, we work to prevent displacement and ensure that families remain safely housed.

About Housing Stability

The Housing Stability program is designed to address both the immediate threat of eviction and the long-term factors that undermine housing security. Tenants receive individualized case management, legal defense through Detroit’s Right to Counsel initiative, and supportive services to stabilize their housing situation. Our goal is not only to prevent eviction, but also to build pathways toward sustainable housing and financial stability.

Core Services

 

Eviction Defense & Case Management

  • Tenants receive full legal representation in Detroit’s eviction court through Right to Counsel.

  • Case managers work alongside attorneys to help tenants gather documents, understand their rights, and navigate the legal process.

  • Counselors create tailored stabilization plans, helping families address underlying causes of housing insecurity.
     

Wraparound Housing Support

  • Utility Assistance: Connecting tenants with programs to prevent shutoffs or restore essential services.

  • Property Tax & Foreclosure Prevention Referrals: Linking households to UCHC’s tax foreclosure prevention team to address delinquent property taxes.

  • Home Repair Services Referrals: Connecting eligible tenants to home repair support when unsafe conditions threaten housing stability.

  • Financial Counseling & Resources: Offering tenants budgeting tools, referrals to community partners like GreenPath, and assistance navigating public benefits.
     

Relocation Assistance (When Needed)

  • For tenants who cannot safely remain in their current homes, counselors assist with finding and transitioning to affordable, stable housing.

  • Support may include housing search guidance, applications, and connection to community resources.

Collaborations & Advocacy

The Housing Stability program works in close partnership with landlords, housing authorities, the City of Detroit, and community organizations to keep tenants stably housed. Through tenant outreach and organizing, UCHC empowers residents to assert their rights and contributes to systemic reforms that expand access to safe, affordable housing.

Program Eligibility

Housing Stability services are available to:

  • Detroit Residents facing eviction, unsafe living conditions, or other housing crises.

  • Low-Income Households, as defined by program and funding guidelines.

  • Clients Engaged with Legal Services, particularly those eligible under Detroit’s Right to Counsel ordinance.
